Normal Work Schedule-----M-F 7:00 a.m. to 3:30 p.m.
Position Summary:
The Supervisor of Operations with an emphasis on Safety supervises and coordinates all field operations in construction, operation, maintenance of the electric distribution system facilities, and must demonstrate a working knowledge of safety requirements and demonstrate leadership in safety compliance and culture. This position plans, organizes, and analyzes all activities of the Operations Department in accordance with RUS Specifications and Cooperative policies to promote efficient, effective, and reliable service to our members.
Key Duties and Responsibilities
Leadership & Team Management:
• Provide day-to-day leadership for the Operations team, including employee involvement in decisions impacting operations and development.
• Train, coach, and develop employees; support selection, performance management, and (as appropriate) disciplinary actions in coordination with the CEO/General Manager.
• Monitor crew performance and productivity; perform field observations and take corrective action to ensure safe, compliant work practices.
• Evaluate work methods, procedures, and supervisory practices and implement improvements to enhance productivity and performance.
• Administer the labor contract fairly and consistently; approve time records and leave requests in accordance with policy.
Planning, Budgeting & System Development
• Participate in development of the annual work plan and budget; monitor progress against the plan and recommend adjustments.
• Plan and stake system extensions and improvements, including coordinating right-of-way acquisition and making recommendations for system changes.
Operations & Field Activities:
• Direct and coordinate crews, contractors, and field activities to ensure work is completed safely, efficiently, and in compliance with Cooperative policies, procedures, and specifications.
• Oversee and as needed, perform electric distribution construction and maintenance (overhead and underground) in accordance with RUS specifications, applicable codes, and safety rules.
• Ensure tools, vehicles, and equipment are properly used, maintained, and inspected.
• Support outage response and emergency restoration efforts, including after-hours on-call supervision as assigned.
Safety, Risk Management & Compliance:
• Implement safety programs and address field safety concerns.
• Lead safety compliance and culture by conducting/participating in safety meetings, reinforcing the Safety Manual, and ensuring employees are trained and equipped to work safely.
• Ensure compliance with all applicable federal, state, and local regulations by identifying gaps, recommending corrective actions, and implementing policies, procedures, and training.
• Oversee safety inspections, incident investigations, and ongoing monitoring of equipment, facilities, and work practices to maintain safe conditions and proper documentation.
Quality Control & Reporting
• Inspect completed work and contractor work orders to verify quality, code/specification compliance, and accuracy of invoices; take corrective action when needed.
• Complete required reports, documentation, and operational paperwork in a timely and accurate manner.
Other Responsibilities
• Perform other duties as assigned by the CEO/General Manager.
Qualifications:
• An Associate’s Degree/Certification in Applied Science in a High Voltage Program or equivalent is preferred. A degree in Occupational Safety and Health (OSH) is also preferred. Minimum work experience of three years as a Journeyman Lineman with an electric utility required. A combination of education, training, and experience may be substituted when competency in the role is demonstrated.
• Must have a sound knowledge of RUS construction specifications, National Electric Safety Code and OSHA rules and regulations.
• Must have successfully demonstrated leadership and supervisory skills.
• Must have the ability to perform mathematical computations necessary to master basic electrical theory, applicable codes, and construction specifications and standards. Must be proficient in all activities and equipment utilized in the construction, maintenance, and operation of electric lines.
• Maintains thorough working knowledge of Cooperative Bylaws, procedures and workplace policies. Must have a working knowledge of safety procedures used in electric line construction and in system maintenance to include first aid applications, CPR, and rescue procedures.
• Must be able to analyze situations, trouble-shoot, and apply sound judgment decisions in performance of responsibilities.
• Must be able to interact well with internal and external customers, handling inquiries and resolving problems. Always conveys professional interaction, thereby maintaining positive relations. Displays and encourages team effort for maximum efficiency and productivity.
• Must be able to attend periodic seminars, training programs, conferences, civic and professional events.
• Must maintain a valid driver’s license at the level necessary to operate vehicles in the performance of position responsibilities.
• Must be available during bad weather or unusual conditions for all times of the day and night as well as on weekends to assist in restoration of service during system outages and emergencies.
Physical Demands:
Frequently lifts materials up to 50 pounds. Frequently uses tools requiring eye-hand coordination. Operates other equipment such as a bucket/derrick truck and motor vehicle. Frequent standing, walking, with access to awkward positions necessary. Frequently climbing on ladders to a height of 25 feet or more. Must have the ability to vocalize warnings and instructions to crew members over traffic noises, high winds, and other adverse weather conditions for distances of 25 feet or more. Must be able to hear vocalized instructions and warnings from others during similar conditions.
Normal work environment is 50% indoor and 50% outdoors.
