Safety and Loss Control Coordinator
Position Summary
The Safety & Loss Control Coordinator supervises and coordinates the following support areas: Safety, Dispatch, Vehicle/Equipment Maintenance, and Facilities. This position plans, organizes, and analyzes all activities in accordance with RUS Specifications and Cooperative policies to promote efficient, effective, and reliable service to our members.
Key Duties and Responsibilities
· Identifies the Cooperative’s policies and practices that deviate from any established federal, state and local safety laws and rules. Makes recommendations as to procedures and equipment that would correct deficiencies and comply with rules and standards.
· Creates, coordinates, and presents safety programs for all employees.
· Ensures that the Cooperative and contracted utilities meet the current compliance requirements on all federal, state, and local levels including, but not limited to the following areas:
a. Environmental Regulations
b. OSHA Regulations
c. Civil Regulations
d. Utility Regulations
e. Other regulations that may be required by law
· Conducts safety investigations when notified of the existence of unsafe equipment and working conditions and corrects or recommends corrective actions for any unsafe conditions. Conduct random safety inspections in the field and offices.
· Thoroughly researches current rules and regulations and any subsequent revisions and develops programs based on complying with the regulations; recommend and as requested by management, implements the steps and training necessary for compliance.
· Develops and maintains accident investigation procedures and ensures proper response is taken in the event of accidents, and when available, will go to an accident site to perform the investigation. Responsibility for the documentation and recording of all such accidents.
· Coordinates on-site inspection of crews and field personnel to assure compliance with safe working procedures. Inspect warehouses, offices, storage yards and substations to determine that they are maintained in a safe and orderly manner.
· Conducts the overall Risk Management Program in such a manner that all employees are involved and motivated to adopt the attitudes and desires that enable personnel to want to work safely and efficiently either as a group or independently.
· Ensure that vehicles, tools and assigned equipment are properly used and keep in good working order.
· Completes reports and paperwork in a timely manner for all administration and operations personnel as well as contractors/vendors/suppliers.
· Coordinate the decision-making participation of employees when they are involved in operational and developmental functions of the Cooperative.
· Provides training and instruction to develop skills and ensure compliance to company policies, procedures, guidelines and regulations
· Recommends to CEO/General Manager improvements, revisions and needs in organizational structure and staffing as related to this section.
· Assists in selecting personnel for the section in accordance with established procedures.
· Recommends termination of personnel to the CEO/General Manager.
· Reviews proposed position descriptions of immediate personnel and recommends adoption of new, revised or corrected descriptions to the CEO/General Manager.
· Appraise periodically the performance of personnel. After reviewing such appraisals with the CEO/General Manager, counsel individually, with the employees to develop and improve. Reviews plan of action periodically with employees to determine if improvements are being made.
· Stimulates morale building for immediate personnel by appropriate delegation, counseling and advancement.
· Studies the labor contract and becomes thoroughly familiar with its provisions.
· Sees that the labor contract is administered equitably and fairly for all bargaining unit employees in the section.
· Approves time records of personnel making sure they accurately reflect work performed.
· Approves vacation schedules, sick leave, or other leave for personnel, subject to disapproval of the CEO/General Manager.
· Notifies payroll department for any temporary upgrading of employees, subject to disapproval of CEO/General Manager.
· During severe outages, assembles crews and assists in patrolling lines and clearing right-of-way.
· Supervise after hour On-Call for outages as assigned.
· Performs other duties relating as requested by the CEO/General Manager
Qualifications
· A bachelor’s degree in Occupational Safety or equivalent is preferred. Two or more years of electrical/utilities experience is desired. At least two years’ experience in safety/loss control is also desired. A combination of education, training, and experience may be substituted when competency in the role is demonstrated.
· Must have a sound knowledge of National Electric Safety Code and OSHA rules and regulations.
· Maintains thorough working knowledge of Cooperative Bylaws, procedures and workplace policies. Must have a working knowledge of safety procedures used in electric line construction and in system maintenance to include first aid applications, CPR, and rescue procedures.
· Must be able to analyze situations, troubleshoot, and apply sound judgment decisions in performance of responsibilities.
· Must be able to interact well with internal and external customers, handling inquiries and resolving problems. Always convey a professional interaction, thereby maintaining positive relations. Displays and encourages team effort for maximum efficiency and productivity.
· Must be able to attend periodic seminars, training programs, conferences, civic and professional events.
· Must maintain a valid driver’s license at the level necessary to operate vehicles in the performance of position responsibilities.
· Must be available during bad weather or unusual conditions for all times of the day and night as well as on weekends to assist in restoration of service during system outages and emergencies.
Physical Demands
Frequently lifts materials up to 10 pounds. Frequently uses tools requiring eye-hand coordination. Frequent standing, walking, with access to awkward positions necessary. Must have the ability to vocalize warnings and instructions to crew members over traffic noises, high winds, and other adverse weather conditions for distances of 25 feet or more. Must be able to hear vocalized instructions and warnings from others during similar conditions.
Must have the ability to perform the outside duties of this position during extreme adverse weather conditions (temperatures above 90 and below 30 degrees F, rain, snow, high humidity, etc.), in the presence of pollen, dust, and other airborne particles and be able to work during the day and/or night.
Normal work environment is 50% indoor and 50% outdoors.
